Biography
Jay was born in Dubuque and has been a life-long resident of Dubuque County. Jay is a graduate of Western Dubuque High School and received a bachelor’s degree from the University of Northern Iowa.
Jay lives in rural Dubuque with his wife, Renae, and 3 kids, Julia, Alex and Avery.
Jay co-founded the software start-up company, Cartegraph Systems in 1994. Cartegraph started in the basement of a home and grew into a nationally recognized company, providing software and service to local governments across the United States and providing local employment to over 100 professionals.
Jay is currently the Executive Director of the NICC Iowa Small Business Development Center in Dubuque.
Jay was elected to the supervisor position in 2016 and reelected in the 2018 General Election as the top vote recipient in both elections.
